The Grove at Baseline is a planned single-family home community in Phoenix, Arizona, governed by a homeowners association (HOA). This declaration of covenants, conditions, restrictions, and easements spells out the rules and obligations for all current and future homeowners in the community.
- Residential use & home businesses: All homes must be used only as a residence by a single family. A family is defined as people related by blood, marriage, or adoption, or a group of up to 3 unrelated people living together. Home businesses are allowed only if they are not noticeable from outside the home, generate only occasional visitors, and don't cause parking or noise problems.
- Leasing & rentals: You may lease your home, but only with a written lease of at least one month. You must provide the association with the lease dates and tenant contact info. Short-term or vacation rentals are not permitted.
- Architectural review: Any exterior change visible from neighboring properties — such as adding a fence, painting, or installing a structure — must be approved in writing by the architectural committee first. The committee can deny changes based on aesthetics alone. Approved work must be completed within a reasonable time.
- Parking & vehicles: Commercial vehicles (like large trucks, boats, trailers, RVs) cannot be parked where they can be seen from neighboring properties, unless inside a garage. Temporary parking for up to 24 hours is allowed for loading/unloading. Family vehicles and recreational vehicles parked in a garage are fine.
- Pets: Only common household pets (dogs, cats, birds, etc.) kept as domestic pets are allowed. Pets must be leashed when outside the lot, and owners must clean up droppings immediately. The board can limit the number and size of pets, but current pets may be grandfathered.
- Signs & flags: Signs visible from neighboring properties are generally not allowed, except for a single 'for sale' or 'for rent' sign (standard size), political signs (up to 9 square feet, displayed 71 days before an election), and small identification or alarm signs. Flagpoles need board approval.
