Foothills Club West is a single-family homeowner association in Phoenix, Arizona. These Amended and Restated Architectural & Landscaping Guidelines (dated January 25, 2022) govern what homeowners can build, paint, plant, or change on their lot. They are one part of the full set of community rules; the Declaration of Covenants, Conditions and Restrictions (CC&Rs) and any Tract Declaration recorded on your lot also apply.
- Architectural review (Committee approval process): Most exterior changes to your home or yard — including new paint, structures, landscaping, hardscape, and even painting the same color — require submitting plans to the Architectural Committee and receiving approval before starting work. Antennas/satellite dishes under 1 meter, temporary basketball goals, and security cameras do not need approval. The Committee has 45 days to respond; you may appeal its decision in writing within 15 days (guidelines say 30 days for the older version). Construction must be completed within 90 days of approval unless you notify management.
- Landscaping & vegetation minimums: Front yards must have a minimum number of plants: at least one 15-gallon tree or 6-foot cactus plus 10 shrubs for most lots, with some exceptions for very small yards or RV-gate side yards. Front side yards wider than 8.5 feet need at least one plant. Prohibited plants include all fruit/citrus trees in front/side yards, evergreen trees (pines, cypress, juniper, etc.), and cottonwood. Trellis/lattice must match house color; chicken wire is prohibited. Synthetic turf must meet specific weight and pile-height standards.
- Hardscape & driveway expansions: Driveway expansion cannot exceed 50% of the front yard's width. Concrete additions for RV-gate access must be at least 18 inches from the property line and cannot exceed 8 feet wide. Patio areas in the front yard are limited to 25% of the yard and must be at least 15 feet from the sidewalk. Asphalt is prohibited. All hardscape must match existing concrete color and comply with drainage requirements.
- Flags, holiday decorations & signs: Only one American flag on a pole is allowed, displayed sunrise to sunset unless lit with prior committee approval. An Arizona flag or one military branch flag may also be displayed per federal policy. Holiday flags may be displayed up to 40 days before the holiday; sports team flags only on game days. Christmas decorations must be removed by January 15, other holiday decorations within 14 days of the holiday. No other flags are permitted. One "For Sale" or "For Lease" sign is allowed, but not on perimeter walls or golf course fences.
- Structures & equipment (sheds, play structures, pools, solar): Permitted structures: storage sheds (must match dwelling, max 8 feet high, no asphalt shingles — prefab sheds are prohibited); play structures (max 8 feet high by older rules, 12'6" by newer rules, no closer than 5 feet to fence); ramadas (max 12'6" high, single story only). Pools need approval only if the rear yard has open fencing, a pool accessory exceeds the fence height, or access through a party wall is needed. Solar panels: preferred location is rear yard concealed by a solid fence; otherwise detailed plans required.
