What Elk Run Townhouse Owners Association's governing documents say
Elk Run is a townhome community in Flagstaff, AZ, with a homeowners association (HOA). This document is a collection of policies and procedures for owners, residents, and renters, covering rentals, compliance, architectural changes, and trash disposal.
- Leasing & rentals: All leases must be for 30 days or longer. Owners must submit a rental registration form for every lease and renewal, provide tenants with the CC&Rs before occupancy, and ensure tenants comply with community rules. Fines apply for non-compliance.
- Compliance & fines: Violations start with a courtesy notice (no fine), then escalate: First Notice ($100), Second Notice ($250), Final Notice ($500), and possible legal action. Owners get at least 14 days to correct violations.
- Insurance & maintenance: HOA insurance covers common areas and detached garages, not the townhomes themselves. Owners are responsible for interior repairs (e.g., water damage from roof leaks). The HOA maintains exteriors but does not insure interiors.
- Architectural review: Exterior modifications (windows, doors, decks, landscaping, AC, satellite dishes, etc.) require prior approval via an Architectural Request Form. Projects must be done by licensed contractors and comply with local codes.
- Trash & recycling: Trash must be in closed containers. Bulk items are only picked up quarterly (Jan, Mar, May, Sep). Illegal dumping fines apply. Recycling limited to plastic bottles/jugs (shapes 1 & 2), metal, paper — no glass (drop-off only).
- Parking & vehicles: Renters must provide vehicle count, make/model, and license plate numbers on the rental registration form.
- Water line responsibility: The HOA is responsible for underground lines from the city shut-off to the owner's shut-off valve (usually near the exterior wall). Owners are responsible for their shut-off valve and hose bibs. The city handles the meter and upstream lines.
- What this document doesn't cover: This is a compilation of policies and procedures, not the full CC&Rs. It omits details on assessments, pet rules, parking enforcement, and the complete architectural guidelines. Owners and renters should refer to the full CC&Rs for complete rules.
